TOWN OF WILTON

PLANNING BOARD PUBLIC HEARING

DRAFT MINUTES

 

DATE:            January 6, 2010

TIME: 7:30 P.M.

PLACE:         Wilton Town Hall Courtroom

PRESENT:     Wilton Planning Board Members: Chairman Jeff Kandt, Alec MacMartin, Neil Faiman, Walter Zuber, Alternate Dawn Tuomala, Clerk Heather Loewy Nichols.

 

Chairman Jeff Kandt called the public hearing to order at 7:35 p.m.

 

  1. AMEND Residential, Commercial and Industrial District Location sections 5.0.1, 7.0.1, and 8.0.1 to; correct and/or clarify district boundary descriptions for accuracy and for zoning map updating.

 

The Board discussed the proposed changes (see Proposed Amendment 2 attached).

 

Chairman Kandt called for public comment and heard none.

 

A MOTION was made by Mr. MacMartin and SECONDED by Mr. Faiman to remove Lot K-163 from section 5.0.1 (E) of the Wilton Zoning Ordinance.

Voting: 5 ayes; motion carried unanimously.

 

A MOTION was made by Mr. Faiman and SECONDED by Mr. MacMartin to replace the reference to Lot K-159 with Lot K-158 in section 8.0.1 (E) of the Wilton Zoning Ordinance.

Voting: 5 ayes; motion carried unanimously.

 

  1. AMEND Residence and Agricultural District Section to add 6.0.1 to add a description of the district location.

 

The Board discussed the proposed changes (see Proposed Amendment 1 attached).

 

Chairman Kandt called for public comment and heard none.

 

  1. AMEND Districts section to 2.0 to better describe the relationship between district location descriptions and the town zoning map.

 

The Board decided to remove this item from the proposed amendments.

 

  1. AMEND Residential, Commercial, Industrial, Research and Office Park, Gravel Excavation, Watershed, and Personal Wireless Services Facilities sections 5, 7, 8, 9a, 9b, to clarify that the zone descriptions in the ordinance take precedence over the map.

 

The Board discussed the proposed changes (see Proposed Amendment 1 attached).

 

Chairman Kandt called for public comment and heard none.

 

A MOTION was made by Mr. MacMartin and SECONDED by Mr. Zuber to present the amendments in Item 4, as proposed, and the amendments in Item 1 and Item 2, as revised, in one article at the next public hearing.

Voting: 5 ayes; motion carried unanimously.

 

  1. AMEND Commercial District Permitted Uses section 7.1 to add churches, schools, and medical facilities as permitted uses in the commercial district.

 

The Board reviewed the proposed draft ordinance (Proposed Amendment 1 Revision 1) and discussed changes as seen in the attached redline copy.

 

Chairman Kandt called for public comment and heard none.

 

A MOTION was made by Mr. MacMartin and SECONDED by Mr. Faiman to move this amendment as revised to the next public hearing.

Voting: 5 ayes; motion carried unanimously.

 

  1. ADD a new chapter permitting small use wind energy systems.

 

The Board reviewed the proposed draft ordinance (Section 15.A.0 Revision 1) and discussed changes as seen in the attached redline copy.

 

Chairman Kandt called for public comment and heard none.

 

A MOTION was made by Mr. MacMartin and SECONDED by Mr. Faiman to present this amendment as revised at the next public hearing.

Voting: 5 ayes; motion carried unanimously.

 

Chairman Kandt closed the public hearing at 8:20 p.m.
